Charles J. Webb, II was born in Philadelphia, Pa. in 1920 and enlisted in the Army at New Cumberland, Pa. in 1943. At the time of his enlistment he was unmarried and had completed three years of college. Webb joined the 10th Mountain Division at Camp Hale, Colo. where he was assigned to Company A of the 86th Infantry Regiment and later served with Companies A, F and the Headquarters Company of the 2nd Battalion.
